The City of Surrey is dragging its heels on a crosswalk installation project on a busy street. Members of a Sikh temple have paid the city the construction fee and are frustrated with the two-year delay.

If they are crossing at the intersection they are not jaywalking. That is a crosswalk, albeit an unmarked one.
